1. Formal standards and expectations. Before employees can be held accountable, management must design and communicate employee accountabilities.

o Do clear safety policies, plans, processes, procedures, practices exist?
o Are safety standards written in the primary language(s) of all employees?
o Are safety policies and rules discussed with new employees at orientation?
o Are reasons discussed for the importance of following safety rules and policies?
