Point #9 is "Pick a Point of Decision at Traffic Lights".

If you follow Point 7 and check the road well in advance you should notice the color of the light ahead. If it’s a stale green, in other words, if it’s been green a while but you don’t know how long, you should anticipate it turning amber and red as you get closer to the intersection.

As you approach the light, select a “point of no return” so to speak. At that point, you will make your decision to continue or stop. Once you make this decision, take your eyes off the light and concentrate on the intersection.
