Is there REALLY a problem?
- Is there a gap between
what we want and what we've got? You need to be able to communicate what
that gap is.
- Get agreement. Is everyone
sold on the problem? It's important that everyone involved in solving the
problem can agree with the problem and solution, or can at least live with
it: That's called "consensus."
